For forty years spanning five decades, Levin worked to ensure that no one in the world -- not even unindustrialized or underdeveloped countries -- would be deprived of their rights to the airwaves by world powers or monopolies controlling the market. In the face of industry and government laissez faire, he remained the true believer.
Using economics to advance freedom and communication for the underprivileged in America as well as in third world countries, he presented evidence that supported his proposal for government auctioning of the airwaves. Within nine years of these remarks, his proposal was adopted by the Federal Communications Commission and U.S. government, four years after his death.
